Note on "Jewels from my Lot of Rejected Papers"

Independent peer reviewing is extremely important and a valuable good to all of us in research. Without peer reviewing the only traffic signs through science would be Google - and we all know that this would hurt us tremendously.
Nevertheless, peer reviewing is far from perfect. Often enough we - and especially those of us who do not closely stick to their home turf - become awefully bored by rather
unmotivated rejections or by trying to please the naming and reading conventions of a particular target community in order to publish something that we consider an interesting and important result. In order to break out of the habit of announcing "only" published papers or of making anything a technical report, even if we consider it much more precious, I here introduce the category "Jewels from my Lot of Rejected Papers" - with the sole authority that I have published a lot of papers in the past.
Doing so I can, of course, not claim that my jewels are as precious as more famous ones. For instance, I was told that the work by R. Bayer on "B-trees" went unpublished for several years. Another example, Jim Hendler could never publish his initial work about the Semantic Web at a good event.
At this point I want the reader to note that I do not claim that the reviewers necessarily did a bad job. In fact, I claim that peer reviewing as it is (i.e. mostly searching for problems, simply because it is too difficult to soundly forecast the options some work raises) has the tendency to benefit some categories of papers (e.g. papers that exhibit some, but not too large delta to another paper) and to hurt others.

A standard comment at this point is that scientific work should stand the Popper text, i.e. it should include
a hypothesis that could be falsified. Unfortunately (maybe just for me),
there is a lot of work that fails the test of Popper wrt good scientific work, yet is interesting. Our work on "Measuring the Similarity of Ontologies" falls into this category (whereby the proposition wrt its value goes to a colleague who is more famous than I am) and I am still surprised that it got accepted at a decent event. If I would have had to review it, being a good reviewer I might have rejected it for lack of clear progress shown.

Finally, a note aimed at the occasional Ph.D. student hitting my page: I had many, many more papers rejected than the ones listed in this category here.

Steffen, around 2006.
